A 1099 Form will not be issued to tax professionals that use a pay-by-refund product to collect tax preparation fees from taxpayers. 

A 1099 is only issued as required by law to tax professionals that receive an incentive from Santa Barbara Tax Products Group (Ex. Green Dot card incentive) or win a promotion held by Santa Barbara Tax Products Group.
